When is a ban not a ban?

Please tell me I am not the only one who read about the last minute decision to go for a full ban on referral fees with more than a little cynicism. It is all very well introducing a ban but referral fees come in many different shapes and sizes and I’m sure I’m not alone in remembering the old ways and the ingenious tricks which were deployed BEFORE solicitors were able to pay referral fees – are we going to see a return to those days, because this is what will happen unless the new legislation fits the bill completely. I wonder if it will.
